Parliamentary Shake-Up: Mpaka, Magogo Dropped; Kimosho, Kajwengye Retain Positions

In a major reshuffle, Mbarara City South MP Mwine Mpaka and Budiope East County MP Moses Magogo, along with twelve other NRM Parliamentary Committee Chairpersons, have been removed from their positions. This move follows a directive from the National Resistance Movement (NRM) party’s Central Executive Committee (CEC) led by President Yoweri Museveni.

Mpaka, who chaired the Committee on Trade, Industry and Tourism, and Magogo, head of the ICT and National Guidance Committee, are among the notable figures affected. Boniface Okot, Youth MP for Northern Region, has been appointed Vice Chairperson of the Trade, Industry and Tourism Committee, though the Chairperson role remains vacant. Similarly, Tonny Ayoo retains his position as Vice Chairperson of the ICT and National Guidance Committee, but Magogo’s replacement has not yet been announced.

The reshuffle was prompted by significant concerns over widespread corruption within parliamentary committees. The leadership has taken decisive action to address and rectify these issues.

Among others dropped are Jesca Ababiku, Adjumani District Woman Representative and former leader of the Presidential Affairs Committee, and Naome Kabasharira, Rushenyi County MP, former Vice Chairperson. New leadership for this committee has not yet been designated.

Robina Rwakoojo and Yusuf Mutembuli lost their positions on the Legal and Parliamentary Affairs Committee. John Teira has been named the new Vice Chairperson, though the Chairperson role remains unfilled.

Emmanuel Otaala and Nathan Igeme Nabeta were removed from the Committee on Environment and Natural Resources. Geoffrey Feta will serve as Vice Chairperson while the Chairperson is yet to be named.

Dr. Charles Ayume, previously Chairperson of the Health Committee, has been dropped, with no successor named. Samuel Opio Acuti retains his role as Vice Chairperson.

Flavia Kabahenda and her deputy Sarah Najjuma from the Committee on Gender, Labour and Social Development were replaced by Rosemary Nyakikongoro and Sowedi Kintanywa.

Norah Bigirwa has been replaced by Catherine Lamwaka as Chairperson of the Foreign Affairs Committee. Fred Opolot remains Vice Chairperson.

John Ntamuhira Twesigye was removed as Chairperson of the Education and Sports Committee, with James Kubeketerya continuing as Vice Chairperson. A successor for Twesigye has not been named.

Noeline Kisembo Basemera and Abdi Fadhir Kisos Chemaswet from the Committee on East African Affairs have been replaced by Jeniffer Ayoo Nalukwago and Isaac Ssejoba.

Janet Okori-Moe was replaced by Linda Agnes Auma as Chairperson of the Agriculture Committee, with Hope Grania Nakazibwe as the new deputy.

Retained Positions

Dan Kimosho and Tony Awany have retained their roles as Chairperson and Vice Chairperson of the Physical Infrastructure Committee. Amos Kankunda remains Chairperson of the Finance Committee, though his deputy, Jane Pacuto Avur, has been replaced by Moses Aleper.

Nyabushozi County MP Wilson Kajwengye and Linos Ngompek continue their leadership of the Defence and Internal Affairs Committee. Martin Mapenduzi Ojara retains his role as Chairperson of the Public Service and Local Government Committee, though his deputy Christine Apolot has been removed with no replacement named yet.

This significant reshuffle underscores the NRM’s commitment to addressing corruption and ensuring effective leadership within parliamentary committees.
