The Criminal Investigations Directorate (CID) has summoned Patrick Isiagi Opolot, Chairperson of the Budget Committee of Parliament and Member of Parliament for Kachumbala County, to report to CID Headquarters in Kibuli, Kampala, on Thursday, June 27, 2024.
The summons were sent to Parliament on Wednesday afternoon, according to a source who spoke to an investigative news site on condition of anonymity. “Yes, Police have indeed asked for the release of Hon. Isiagi to report to CID on Thursday,” the source confirmed.
The News site understands that Isiagi has been on the police watch list over the reallocations of Shs750bn in the Financial Year 2024/2025 Budget. Over half a dozen MPs are implicated in tampering with the budget, excluding the three legislators already on remand in Luzira Prison for soliciting 20% of the Human Rights Commission budget increase.
“On the night of passing the FY 2024/2025 Budget in Parliament, some people decided to play with figures to their interests,” said a source. A legislator from greater Bushenyi is said to be among those who tampered with the budget, allegedly redirecting Shs2bn to his constituency.
Yusuf Mutembuli of Bunyole East, deputy chairperson of the Legal Committee of Parliament, Cissy Namujju of Lwengo District, and Paul Akamba of Busiki County are already on remand in Luzira for budget-related matters. The State alleges that they demanded 20% of the anticipated enhanced budget of the Uganda Human Rights Commission (UHRC) for the Financial Year 2024/2025, claiming they could exert improper influence over the Budget Committee’s decision to increase the UHRC Budget in exchange for undue advantage.
The crackdown on MPs followed President Museveni’s revelation during the State of the Nation Address that he had evidence of a corrupt syndicate from the Ministry of Finance to Parliament. “I have been hearing that from the Ministry of Finance, they collude with the accounting officers of ministries to come to Parliament working with some people there (Parliament) to provide certain funds, provided you take a share. I didn’t believe this but now I have proof,” said Museveni.
