He is the son of the late Paul Kawanga Ssemwogerere, a prominent figure in Uganda’s political history and a former strongman of the Democratic Party (DP). Karoli’s appointment to the High Court has drawn attention not only due to his prestigious family name but also because of his remarkable credentials and contributions to both the legal field and national development.
Born and educated in Uganda, Karoli Lwanga Ssemwogerere has also gained significant legal experience abroad, particularly in the United States. His legal expertise is backed by a robust academic foundation. He graduated from Harvard Law School with a Master of Laws (LL.M.) in 1999, having earned his Bachelor of Laws (LL.B.) from Makerere University in 1998. Additionally, he holds a Master’s degree from Johns Hopkins University, which further highlights his commitment to expanding his academic and professional horizons.
Karoli has an extensive background in law practice, spanning across multiple jurisdictions, including Uganda and the United States. One of his most notable professional roles was leading the due diligence team for the controversial Katosi Road project. As a partner at Mukumbya Musoke Advocates, Karoli is deeply embedded in Uganda’s legal community. His practice areas include corporate law, tax law, intellectual property, and immigration law. Though Karoli comes from a deeply political family, with his late father having contested the presidency twice – first in 1981 against Milton Obote and again in 1995 – he has managed to stay clear of active politics. His father’s political legacy and his involvement in the DP are well-documented, but Karoli has focused his energy on law and professional development, carefully distinguishing himself from the political pursuits of his late father.
Beyond his professional life, Karoli is also known for his contributions to public discourse. He is a columnist who regularly publishes opinion pieces in Ugandan dailies, where he weighs in on various social, legal, and political issues affecting the country.
Interestingly, Karoli’s academic journey also intersects with that of another notable figure: General Muhoozi Kainerugaba, the current Chief of Defence Forces. The two were classmates at St. Mary’s College Kisubi (SMACK), where they are said to have sat in the same Literature class, forging a bond that persists to this day.
