Loss For Kampala Traders as Museveni Insists they Must Pay Tax

In a highly anticipated meeting with Kampala traders at Kololo Independence Grounds, President Museveni addressed a packed crowd regarding their concerns, predominantly focusing on taxation and the Electronic Fiscal Receipting and Invoicing Solution (EFRIS) system.

However, what was hoped to be a dialogue quickly transformed into a history lesson on taxation by the president.

Museveni commenced by reminding attendees of Uganda’s economic trajectory since the NRM government assumed power in 1986.

He emphasized the country’s transition from a system of heavy taxation, including the infamous graduated tax, to a more export-oriented economy.

“There’s no head tax or tax on individuals because we abolished it,” he affirmed, highlighting the government’s commitment to removing impediments to business growth.

Directing his attention to traders, Museveni admonished them for contributing to the influx of imported goods, particularly from China and other countries, which, he argued, undermined local industries.

“You’re traders importing from other countries,” he stated. “When we’re talking we need to be clear. Yes, you’re traders but there are also other traders.” He urged traders to consider transitioning from importation to local manufacturing and exportation, drawing parallels with successful entrepreneurs like Lee Byung-chul of Samsung and Aliko Dangote of Nigeria.

Addressing concerns over the EFRIS system, Museveni supported its implementation but cautioned against URA’s enforcement methods, encouraging the use of a smartphone application instead of purchasing expensive EFRIS gadgets.

“I direct URA not to insist on EFRIS machine,” he declared. “There should not be any penalties for not buying an EFRIS machine.”

Despite the president’s explanations and directives, many traders left the meeting disillusioned, feeling that their grievances were not adequately addressed.

The nearly six-hour-long session concluded with no clear resolution in sight.
