Maj Gen Richard Otto Appointed as Commander of Operation Shuuja

President Museveni has appointed Maj Gen Richard Otto as the new commander of Mountain Division and Operation Shuuja, a joint effort between UPDF and the Armed Forces of the Democratic Republic of Congo (FARDC) against the Allied Democratic Forces (ADF) terrorists in eastern DRC.

Gen Otto succeeds Maj Gen Dick Olum, who will now lead the South Sudan Stabilisation Mechanism. This mechanism oversees the peace process in South Sudan on behalf of Uganda as a Guarantor of the Peace agreement, a role previously held by Maj Gen Otto.

UPDF confirmed the changes in a statement, congratulating both Generals on their new roles. Maj Gen Olum was appointed commander of the Mountain Division and Operation Shuuja in October 2022.

Museveni promoted Otto from Brig Gen to Maj Gen in June 2023, shortly after appointing him chairperson of the South Sudan stabilisation mechanism.

Previously, Maj Gen Otto commanded the UPDF contingent in the Central African Republic, part of the African Union Regional Task Force combating the Lord’s Resistance Army (LRA).
