Meet Rwanda’s New Finance Minister, Mutesi Rusagara, 34

On June 12, President Paul Kagame appointed Mutesi Linda Rusagara, 34, as the state minister in charge of resource mobilization and public investment at the Ministry of Finance and Economic Planning (MINECOFIN).

Rusagara succeeds Jeannine Munyeshuli, who was dismissed from the position on June 3, as announced by the Office of the Prime Minister.

In her new role, Rusagara will focus on identifying and analyzing strategic opportunities for profit-oriented public investments to drive the economic growth and transformation of Rwanda.

Experience

Before joining the Cabinet, Rusagara was the Chief Executive Officer of Agaciro Development Fund, Rwanda’s sovereign wealth fund, since September 2023. The fund aims to enhance Rwanda’s financial autonomy.

From April 2023 to March 2024, Rusagara served as a Board Member of the Capital Market Authority (CMA). She was also the Managing Director of Kigali Innovation City from May 2019 to September 2023, working to position Rwanda as a pan-African innovation hub.

Her career also includes a stint as a senior consultant for strategy and operations at Deloitte Consulting in San Francisco, where she advised financial services clients on digital transformation, corporate innovation, and divestitures from September 2017 to April 2019. She has venture capital experience with Khosla Impact in San Francisco.

Rusagara previously worked in the President of Rwanda’s Strategy and Policy Unit from January 2013 to July 2015 and at the Bank of Kigali, Rwanda’s largest commercial bank, where she led investor relations. She also held Board memberships at Rwanda’s Capital Market Authority and BK Group.

Education

Rusagara holds a Master of Business Administration (MBA) from Stanford University Graduate School of Business, obtained from 2015 to 2017. She earned her Bachelor of Business Science in Finance from the University of Cape Town, South Africa, from 2007 to 2010.

With her extensive experience in finance and strategic operations, Rusagara is well-positioned to drive Rwanda’s economic initiatives forward in her new role.
