During this morning’s parliamentary session, a supplementary budget was approved to facilitate the payment of 30% to the Turkish Company Suuma for the construction of Hoima City Stadium.
The approved supplementary budget totals Shs288.624 billion, with Shs132.634 billion allocated for the purchase of shares in the East African Oil Pipeline (EACOP) by the Uganda National Oil Company (UNOC).
Additionally, Shs152 billion has been earmarked for the construction of Hoima City Stadium by the National Council of Sports, in preparation for the 2027 African Cup of Nations.
Rt Hon. Anita Among, the Speaker of Parliament, had previously cautioned that Uganda risks losing its hosting rights if stadium construction does not commence in time to meet the December 2025 deadline.
“We won the PAMOJA bid with Kenya and Tanzania, all the other countries are constructing, the only country that is still behind is Uganda. And it is likely that if we don’t move faster, like we moved faster on Namboole, that bid will be taken away from Uganda and that is why you realize today, we have a Supplementary Budget before us that will be laid on the table and that Supplementary is based on AFCON. We need money to start the stadium in Hoima and that must be started,” Speaker Among emphasized.
