In a surprising development, another scandal has surfaced within the Ugandan Parliament. Documents leaked by activists reveal that Parliament contracted a company to install security systems, including razor wire and firefighting equipment, at Speaker Anita Among’s residence in Bukedea.
The leaked contract documents detail the scope of work and show that the procurement department had sought approval from the Solicitor General, citing the need to ensure the safety of the Speaker and her family.
The letter reads:
“Reference is made to your letter Ref. AF 154/304/01 dated 5th July 2023 concerning the proposed contract with M/s Booth Fire Services Limited for the supply and installation of firefighting equipment, electrical/razor fence equipment, and compound solar lights for the Rt. Hon. Speaker’s private residence in Bukedea at a contract price of UGX 532,243,720 (Uganda Shillings Five Hundred and Thirty-Two Million, Two Hundred and Forty-Three Thousand, Seven Hundred and Twenty only), all taxes inclusive.
We note from the documentation provided that:
- The contract was awarded at the Contracts Committee meeting held on 20th June 2023;
- The Provider’s bid is valid until 4th September 2023;
- The method of procurement used was Direct Procurement based on the urgent need for the above items requested considering the security of the person and family of Rt. Hon. Speaker;
- The contract price was obtained through market survey by sampling potential market i.e., M/s Booth Fire Services Limited, M/s Cloudeswic Fire and Safety, and M/s Quick Fire Care Services therein and the principle of time value of money.”
This revelation adds to a series of financial misappropriations that have emerged from Parliament over the past six months. The latest scandal places additional pressure on Speaker Among and provides critics with further evidence to support claims that she has been using her position for personal gain.
Efforts to reach the Parliament spokesperson for comment were unsuccessful.
